The Udmurt Republic located in the Pre-Urals, one of the important features of which is the proximity to such highly developed regions of the country as Bashkortostan and Tatarstan, has a stable economy. The basis of which is the heavy and defense industry together with the agro-industrial complex.

Natural resources
The main minerals widely represented on the territory of Udmurtia are:

• 114 oil fields with a total volume of 380 million tons, a significant part of which are hard-to-extract reserves.
• 619 peat deposits in 204.7 million tons of deposits concentrated in the 4 largest basins.
• Brown and hard coals, for the most part, are represented in the Kazakov and Kambar coal-bearing regions.
• Non-metallic building materials in the form of sands, clays, limestones, sapropel, stones suitable for industrial use.

1611.3 hectares of the region are occupied by coniferous and broad-leaved forests, which are in a satisfactory sanitary condition, allowing them to be actively developed industrially.
The water fund of the republic, which occupies the basins of the Kama and Vyatka rivers, includes 600 rivers and about 2000 springs. There are many sources of therapeutic and mineral waters and therapeutic mineral mud.

Industries
The basis of the economy of the republic is oil production, which allows to extract up to 10 million tons of this hydrocarbon resource annually, ferrous metallurgy, metalworking, mechanical engineering, woodworking, radio electronics. More than 300 enterprises and farms of the republic specialize in the processing of meat, milk, grain and fruit and vegetable products.
Separately, a number of enterprises of the military-industrial complex can be distinguished, relying on the advantage of the geopolitical location of the region, as well as on significant natural and human resources.
The leading centers of industry, which have most of the industrial enterprises of Udmurtia on their territories, are such cities as Izhevsk, Votkinsk, Glazov, Sarapul.

Agriculture
Traditionally, the development of the industry of Udmurtia, relying on more than 500 thousand residents of rural areas, exploiting a significant number of areas of its territory, given for agricultural land. Which made it possible to receive 71.7 billion rubles of industry products in 2020. This is almost 1/6 of the gross output and almost 14% of the national income of the republic.
Four regional agro-industrial zones specialize in cattle, pigs, sheep and poultry breeding. In the field of crop production, they are engaged in the cultivation of cereals, legumes, oilseeds, vegetables, fodder crops and flax growing.

Energy Engineering
The energy sector of Udmurtia consists of 7 CHP plants with an installed capacity of 719,276 MW (data from the beginning of 2020), which generated 3728 million kWh of electric energy in 2019.
In 2015, a gas-piston cogeneration unit of Mini-CHPP LLC "UKS" was put into operation in Izhevsk, marking a new direction in the development of regional energy. Formed on the basis of 4 gas piston units, it has 4,576 MW of electrical and 5,628 Gcal/hour of thermal power.
But this did not change the general current situation with the energy deficit in Udmurtia, which forced 2/3 of the electricity consumed to come from other regions of the country.

Transport interchange
The transport network of the republic is represented by:

• Railways with a length of 768 km, connecting the territory with Yekaterinburg, Kazan, Kirov and Perm directions (2098 thousand tons of cargo traffic in 2018);
• An airport in the city of Izhevsk, with 8 units of aircraft fleet, performing flights on 14 lines, with a total length of 20 thousand km (2018: 352 thousand passengers and 885 tons of transported cargo). In August 2025, the international terminal was put into operation. "Izhavia" will launch the main international routes to Egypt, Turkey, Belarus, UAE.
• 930 buses and 125 trucks of motor transport enterprises, carrying out transportation on 450 routes, with a total length of 19,700 km. The staff of 6,200 people provides transportation of almost 800 thousand passengers daily. The list of federal highways passing through the territory of Udmurtia includes M7, P320, P321, P322.
• Cargo-passenger ports in the city of Sarapul and the settlement of Kama (the port of Kambarka located here has established logistical transport links with Romania, Bulgaria, Turkey, which are further continued in a number of European countries), which have the ability to service ships with a carrying capacity of up to 5,000 tons (373 thousand tons of cargo traffic in 2017).

Construction
The investment attractiveness of construction on the territory of Udmurtia is supported by a significant reduction in administrative barriers, which led to a reduction to 67 days in the process of obtaining a building permit and for all types of technological connections carried out in parallel to each other! Also, since November 2019, the terms of making changes to the documentation of municipalities related to territorial planning have been almost halved: in the general plans and rules of land use and development.

Service sector and trade
To date, the industry is experiencing oversaturation with trade enterprises, occupying significant areas of 760 m2per 1 thousand inhabitants, with a norm of 471 m2. In the conditions of fierce competition, gradually leading to the bankruptcy of the latter, the tendency to repurpose the liberated territories to the needs of organizations engaged in public service is not excluded. This will allow to carry out the necessary reorganization in this sphere of economic activity.

Investment policy

Perm Krai is one of the strongest and most developed regions of Russia. The only region in the Urals that has a direct connection with all strategic transport infrastructure facilities.
